@reidbaker@google.com I'm not sure what users need to do other than update the minSdkVersion in their AndroidManifest file. Do you know of anything else that needs to be done for an app to migrate?

There are some other docs that could be simplified, like the end of https://docs.flutter.dev/platform-integration/android/platform-views#on-the-platform-side and some of the pages linked from https://github.com/flutter/flutter/wiki/Android-Platform-Views, since we would no longer have target versions that didn't support VD or HC.

Seems like we could do this as soon as the change lands on master, rather than waiting for stable, since we aren't going to fix issues that don't exist on current master.
